Where we work · Sweden

Sweden rewards how you staff the month, not how you scope the project.

Sweden's R&D incentive is a payroll test applied to each person every month, and the state's serious money is a loan with your signature on it. Neither works the way a grant works. We work with Swedish founders remotely from Hyderabad, in English. We have no office in Sweden, and we say so plainly.

01Sweden in six numbers

Most of what matters is a rule, not a ranking.

  1. 20%

The research deduction, taken off employer social contributions and the payroll levy — not off tax. Lag (2023:747), Riksdagen

  2. Half, and 15 hours

Each person must spend at least half of, and at least 15 hours of, that calendar month's actual working time on R&D for the deduction to apply to them. Lag (2023:747), Riksdagen

  3. SEK 3 million

The cap on the deduction, per calendar month, across an entire group rather than per company. Lag (2023:747), Riksdagen

  4. SEK 500,000

Maximum grant from Innovativa Startups 2026. Applications close 12 January 2027; projects start in March. Vinnova, Innovativa Startups 2026

  5. 30–50%

Almi's usual share of a company's total capital requirement. Security is normally a company mortgage and a limited personal guarantee. Almi, business loan

  6. 21,425

New companies started in Q2 2026, up 27% on the same quarter in 2025. Tillväxtanalys, 17 Sep 2026

Three of these six are conditions rather than amounts. That is the shape of Swedish support: the money is not especially hard to find, and the rules about how you qualify for it reach further into how the company is run than founders expect.

02The R&D deduction

A payroll test, applied to people, every month.

This is the part that catches teams out, because it is not an application you either win or lose. It is a test the company passes or fails afresh each month, person by person.

  • The test is on the individual, not the project. A person qualifies in a given calendar month only if at least half of their actual working time, and at least 15 hours of it, went to research or development. An engineer who spends most of November on customer work does not qualify that month, whatever the project plan says. Lag (2023:747), Riksdagen
  • There is a four-month grace, and it has a sharp edge. A month that fails the test can still be claimed if the deduction was allowed in each of the four immediately preceding months — but not if the reason for failing is that the person's duties changed. A quiet month is protected. A reorganisation is not. Lag (2023:747), Riksdagen
  • The cap is group-wide and monthly. SEK 3 million per calendar month covers every qualifying person across the group, with the parent taking the deduction first and subsidiaries in the order the parent sets. Unused headroom in a quiet month does not carry. Lag (2023:747), Riksdagen
  • It cannot reduce contributions below the pension component. The deduction has a floor, so the benefit is smaller than 20% of payroll for a company whose contributions are already close to it. Lag (2023:747), Riksdagen
  • Sweden's definition is narrower than the industry's. The statute defines research as systematic, qualified work producing new knowledge for commercial purposes, and development as applying research results to create or substantially improve goods, services or processes. Ordinary product engineering is not automatically either. Lag (2023:747), Riksdagen

So the question is not whether a project counts. It is how the team's month was actually spent, and whether anyone recorded it. We are not tax advisers and do not file anything; what we work on is the operating decision underneath, which your accountant then prices.

03What the state offers

A small grant, and a loan you sign for.

InstrumentWhat it isWhat it asks of you
Innovativa Startups 2026 Up to SEK 500,000 to establish that an idea has a market and to test its potential.A Swedish aktiebolag, up to ten employees, up to SEK 10m in turnover or balance sheet, and a sustainable business model with international potential. No profit distribution. And a fixed calendar: applications close 12 January 2027, decisions come on 23 March, and the project must start by 30 March.
Almi business loan No upper limit; the amount follows Almi's assessment of the idea, the team and repayment ability. Typically two to five years.Almi usually covers 30–50% of the total capital requirement, with the rest from owners, banks or other investors.Security is normally a company mortgage and a limited personal guarantee. This is state money you can be personally liable for.
Almi Invest Equity at pre-seed, seed and early growth.A registered aktiebolag, with other investors taking part in the same round.Almi Invest does not lead. Private money has to be in place before the state takes a position.

ProblemWhat it looks likeWhat we work on
The benefit is lost in the months you flexSmall teams move engineers between customer work and R&D as deadlines demand. Those are exactly the months the deduction fails, and the grace rule does not cover a role change.Planning the commercial work so it does not quietly cost the R&D benefit, and deciding which it is worth losing when the two genuinely conflict.
State money with your name on itA grant risks time. A loan secured on a personal guarantee risks more than that, and the decision is usually made under pressure late in a round.Taking that decision early and on its merits: how much is actually needed, what else is available, and what the company has to prove before borrowing is the right answer.
Waiting for the state to anchor a roundAlmi Invest follows; it does not lead. A plan that plots the state as the first cheque has the sequence backwards and loses a quarter finding out.Sequencing the round so a private lead exists first, and building the story that lead needs rather than the one a public funder needs.
A grant shaped for sustainability and no dividendsSEK 500,000 against a six-month calendar is a validation budget, and the no-distribution condition interacts with how founders pay themselves.Deciding whether that grant is worth the constraints for this company, which is often the honest answer rather than applying by default.
05Working with us from Sweden

Hours, invoices and the EU position.

Hours
India is three and a half hours ahead of Sweden in summer and four and a half in winter. A 09:00 Stockholm start is early afternoon in Hyderabad, so we share a working afternoon.
Language
English. Swedish startups work in English and we do not pretend to write Swedish.
VAT
Sweden is in the EU and the EU VAT area. For services bought from a supplier outside the EU, you account for Swedish VAT yourself and report it in your VAT return; most services are at 25%. You need to be VAT-registered to do that, even if your own activity is not VAT-liable. We do not advise on tax; your accountant confirms the treatment. Skatteverket
Data
Sweden is an EU member state, so GDPR applies directly. We act as a data processor under a written agreement, and founders' work in Founder OS is stored in the EU.
State aid
EU state-aid rules apply directly. A grant and another public benefit claimed against the same costs share one ceiling rather than adding up — the same rule we set out on the Norway page, which reaches Norway through the EEA Agreement instead.
Invoices
In EUR or SEK, from our Indian company.
06Questions

Deductions, loans and the things we do not do.

Can you tell us whether our work qualifies for the research deduction?

No, and you should be wary of anyone who answers that quickly. The statute sets a narrow definition and a monthly test on each person, and the determination is your accountant's. What we work on is the operating decision underneath: how the team's time is planned, and what that costs or saves.

Should we take an Almi loan?

That depends on what the company has to prove next and what else is available, and it is a decision worth taking early rather than late in a round. We will work through it with you. We are not financial advisers and we do not arrange finance.

Can you introduce us to Swedish investors?

No. We do not make investor introductions as part of advisory work, and we make no promises about funding outcomes. We work on what a round has to prove and whether the evidence is there yet.

Do you have an office in Sweden?

No. We work with Swedish founders remotely from Hyderabad, in English, and we would rather say that than imply a local presence we do not have.

Is the research deduction changing?

There are proposals in flight, including indexing the monthly cap and a larger enhanced deduction, and at the time this page was last checked neither was law. Anything on this page describes the rules as they stand, not as they are proposed.
